UEFA President Aleksander Ceferin has insisted the organization’s stance on Russia remains “clear and unchanged,” yet he hinted that the situation is under constant review. Speaking at the UEFA Congress in Brussels, Ceferin acknowledged the rapidly shifting global landscape, suggesting that the governing body is monitoring developments daily.

Russia was expelled from all club and international competitions in 2022 following the invasion of Ukraine, missing out on the Qatar World Cup and Euro 2024. However, the hardline stance is facing fresh scrutiny after FIFA President Gianni Infantino argued the ban “has not achieved anything” and suggested youth teams should be readmitted to reduce “frustration and hatred.”

Infantino’s comments have provoked fury in Ukraine, where officials insist the exile must continue as long as the conflict persists. Despite the political tension, Ceferin appeared to leave the door slightly ajar for a future policy shift, noting that the world is changing so fast it is “hard to follow.”

The debate marks a potential fracture in the unified front previously held by European football’s power brokers. While the ban currently blocks Russia from the upcoming World Cup in North America, the rhetoric in Brussels suggests the conversation surrounding readmission is far from over.
